Mounds. View City Council August 24, 1981 <br />Regular Meeting Page Three <br />ze sewer charges are billed to the City and how <br />the City in turn bills the residents. <br />Clerk /Administrator Pauley noted that Mr. Thesenga <br />and the other businesses involved had been billed <br />an estimated charge for the first year, before a <br />determination was made as to how much water they <br />were actually using, which was why their bills <br />seemed to increase so much. <br />Mr. Thesenga stated he did not feel they should <br />have to pay the same rate as everyone else for <br />sewer, when it was just water they were putting <br />into the ground. Mayor McCarty again explained <br />the rational of the billing. <br />Motion /Second: McCarty /Forslund to deny the re- <br />quest from Mr. Thesenga and the Mounds View <br />Industrial Park Owners. <br />4 ayes 0 nays <br />Attorney Meyers explained the purpose of the <br />gDM fund. He also recommended that Staff <br />Ludy the amount of the SDM charge and try to <br />Determine how much future development will go <br />in and how much revenue will be generated by <br />the charge, as well as a plan on how the money <br />will be used. He added that it has been <br />determined that the newly developed properties <br />in the City are what is creating the run-off <br />problems. <br />Mayor McCarty explained the rational of the <br />SDM ordinance for those present. <br />Motion /Second: McCarty /Doty to direct Staff <br />to prepare a recommendation to the City Council <br />for a comprehensive study of the Storm Drainage <br />Management ordinance and its future inpact, <br />reference collection and anticipated uses. <br />4 ayes 0 nays <br />Mr. Riggs stated he felt he had been double . <br />billed as he had been required to make <br />extensive improvements, such as concrete <br />curbs, storm sewer, culvert and grading, <br />t the time his plat was approved, and then <br />as assessed an SDM charge on every lot but <br />the first two he took out building permits <br />for. He also stated that the City was not <br />maintaining the culvert, as it had been <br />plugged up for two years. <br />Motion Carried <br />7. Presentation by <br />Joseph D.
