RESOLUTION 7821 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION SUPPORTING THE CONSTRUCTION OF A <br /> VIKINGS STADIUM IN ARDEN HILLS <br /> WHEREAS, the Mounds View City Council recognizes the social and economic value of <br /> the Minnesota Vikings Football Team to the State of Minnesota; and, <br /> WHEREAS, the Mounds View City Council acknowledges the importance of finding a <br /> solution to the Vikings' stated interest in developing a new stadium; and, <br /> WHEREAS, a proposal has been put forth by the Minnesota Vikings and Ramsey <br /> County to construct a new stadium in Arden Hills on the site of the former Twin Cities Army <br /> Ammunitions Plant (TCAAP); and, <br /> WHEREAS, private development and redevelopment of nearby properties, both on the <br /> TCAAP site and across the northern suburbs, will generate new jobs and ongoing positive <br /> economic impacts for the region; and, <br /> WHEREAS, much needed transportation infrastructure improvements would be a part of <br /> the project; and, <br /> • WHEREAS, the redevelopment of the TCAAP site has been an important priority for <br /> northern metro communities for decades; and, <br /> WHEREAS, as the local partner, Ramsey County has proposed the imposition of a 0.5% <br /> county-wide sales tax increase to help fund the development. <br /> NOW THEREFORE, BE IT RESOLVED, that the Mounds View City Council supports the <br /> construction of a new Vikings stadium in Arden Hills, subject to the following: <br /> 1. The Minnesota Vikings are a state-wide amenity and any public subsidy approved in <br /> support of a stadium development should reflect this. <br /> 2. Should a local option sales tax be considered, the residents of Ramsey County shall <br /> be provided the ability to vote on the proposed sales tax by a referendum vote. <br /> 3. Traffic noise on Trunk Highway 10 and 1-35W will increase as a result of this project, <br /> and as such, MnDOT needs to erect a soundwall (noise barrier) sufficient to protect <br /> the health, safety and well-being of Mounds View residents. <br /> 4. The City strongly opposes any potential expansion of the airport runway length or <br /> intensification of airport designation that may result from stadium development. <br /> 5. There shall be no use of the City's utilities without an express, written agreement <br /> outlining such use(s) which provides appropriate compensation for operation, liability <br /> and long term maintenance. <br /> 6. The stadium development shall cause no adverse impact to the City's potable water <br /> supply. <br /> 7. The City shall be kept fully informed regarding any environmental considerations and <br /> risk assessments associated with the development that may adversely impact the <br /> City of Mounds View. <br />
