IN <br />RE: Anthony Properties Management, Inc.lLouise O'Neil <br />Planning Case 471-97 <br />SEH File No. A- MOUND9701.00 (Pocket File 80.03) <br />We have completed a review of the above referenced project, Based on our review it is recommended that the City <br />storm sewer system be eliminated from the site plan (42 -inch EQ. RCP, and connecting pipes). Since the <br />developer's system cannot be connected to the City system, the dual storm sewers are a system which is not cost <br />effective for the City to have constructed_ If the dual system is replaced with one storm sewer system, Over 8 feet <br />of head (water pending) would need to be developed in the manhole located on the existing storm sewer system on <br />the east side of the project This could cause problems with the upstream storm sewer system. <br />In the future, a larger storm sewer system in 112 would be more cost effective. This system can use the existing <br />storm sewer system in Irondale Road, wetland on the west side of the proposed project and tie into the drainage <br />system on Long Lake Road to reduce the cost of construction. <br />Recent wetland regulation and Rice Creek Watershed District requirements have made the originally proposed storm <br />sewer project in the Anthony Properties unfeasible. In the original plan, the storm water from Anthony Properties <br />was going to be treated at a pond in the southwest corner of Long Lake Road and 1.1,2. With the stricter ponding <br />requirements, this site would not be large enough. The developer tried to make the proposed system work (at our <br />request) by using a dual system, but in reviewing the information it is apparent that this is not the best alternative <br />for the City. <br />The wetland buffer will be an issue since the site has building within. the 100 foot protection area. Natural <br />vegetation and buffer strip easements should be obtained. With the sediment ponds and easements, the construction <br />in the buffer area will be mitigated. <br />Our recommendations are: <br />Eliminate the City based storm sewer system on the property <br />► Obtain an Easement in the wetland buffer area of at least 10 feet from the wetland. <br />if you have any other questions please call be at 490 -2026. <br />RlKlrjk <br />sAwA Lako °t v1 nEmoskmoursvw.m <br />
