A drainage system, subject to the approval of the City Engineer shall be installed and <br />maintained and shall comply with the provisions of Chapters 1103, 1010 and 1302 relating <br />to Surface Water Management. The City Engineer has reviewed the plans dated 1/9/98, <br />but found them to be lacking in sufficient detail to warrant a qualified response. In a letter <br />to the applicant dated 1/22/98, staff requested that more detailed information with regard <br />to on-site drainage be provided. Staffhas been in contact with Rice Creek Watershed <br />District personnel who stated that the applicant will need to apply ;for a watershed district <br />pernut. There is a possibility that on-site storage of stormwater may be required by the <br />watershed district, and has requested more detailed drainage calculations. This <br />requirement has not yet been met. <br />g. The parking requirements are as follows: For every three employees, a minimum of two <br />spaces shall be provided; for every service sta11, a minimum of two spaces shall be <br />required. Using the expected employment figures from 1996 and the proposed number of <br />service stalls in 1998, the total number of spaces for employees and customers shall be 27 <br />and 22, respectively. The site plan will need to be revised to show at least this many stalls <br />for customers and employees. In addition, the site plan will need to be revised to show the <br />locations of at least two handicapped-accessible stalls, of which one shall be van- <br />accessible. After the revision is made to the site plan, this requirement is met. <br />h• All outdoor illumination shall be fitted with lenses, reflectors or shades which will <br />concentrate the light upon the premises so as to prevent glare or direct rays and shall be in <br />compliance with Section 1103.09 of the City Code. Staff has received a photometric <br />analysis of the proposed lighting on the site and has included it in the plans attached to this <br />report. The analysis, however, does not give footcandle readings to the centerlines of the <br />adjoining streets as is required by Section 1103.09 ofthe City Code. Staffhas requested <br />that a revised analysis be provided by the applicant prior to the Planning Commission <br />meeting on February 4, 1998. <br />I. The maximum areas permitted for outdoor storage or motor vehicles cannot exceed two <br />(2) square feet of outside storage to each one (1) square foot of enclosed ground floor <br />area. Not more than one (1) automobiie shall be stored on each 40 square feet of outside <br />storage. No rooftop parking shall be permitted. Since the proposed building area is <br />15,063 square feet, 753 vehicles could be displayed. The applicant is proposing to display <br />a maximum of 121 vehicles, well within the requirement. <br />Accessory buildings to be used solely for sales ofi'ices shall not be permitted. Such <br />accessory buildings as are permitted shall be constructed of the same materials as the main <br />structure. The only accessory structure proposed is the garbage dumpster enclosure. <br />Since details are not shown for the enclosure, staffis not able to determine whether or not <br />this requirement is met. <br />
