REQUEST FOR PLANNING COMMISSION ACTION <br />Meeting Date: May 6, 1998 <br />Staff Report by: James Ericson, Planning Associate <br />Planning Case No.: 523 -98 <br />Request: Development Review <br />Petitioner: The Mermaid <br />Location: 2200 Highway 10 <br />Area: 6.54Acres <br />PIN Nos.: 08- 30 -23 -34 -0007 <br />Zoning/Land Use: B -3, Highway Business District / Mermaid Entertainment Center <br />Applicable Regulations: <br />Development Review: Section 1006.06 requires that all commercial and industrial <br />development within the City be subject to review by the Planning Commission and <br />approval by the City Council. <br />• Setbacks: Section 1104.01 establishes the principal building and parking lot setbacks. <br />These will be addressed in the analysis section of this report. <br />• Parking Requirements: Section 1121.13 sets the requirements for parking ratios. <br />Summary: <br />The applicant, Daniel Hall, representing the Mermaid, is requesting a development review to <br />allow for the expansion of the existing facility by adding eight additional bowling lanes to the <br />north side of the building. The addition would consist of 7,226 square feet which would <br />necessitate the construction of 40 parking spaces. The site is currently zoned B -3, which is not <br />the appropriate zoning district for a bowling alley. Because of this, the Mermaid can be <br />considered a non - conforming use until such time that the zoning is changed or zoning code <br />amended to allow for such a use in the B-3 district. <br />The property fronts Highway 10 and also County Road H, the neighboring uses include the <br />Perkins Restaurant, The Rent -all at the Corner of Highway 10 and County Road H, and the <br />Mounds View Business Park to the west. <br />
