Realife Cooperative of Mounds View <br />PUD Amendment & Development Review <br />June 17, 1998 <br />Page 3 <br />Building Design: The proposed building is of a three story serpentine design over a one story <br />precast concrete garage. The siding will be prefinished lap siding with brick veneer up to the top <br />of the first floor windows. All units will have a deck of wood construction, which will extend six <br />feet out beyond the building. The garage area will have one -way traffic with angled parking stalls <br />to foster safe vehicular movement. <br />Drainage, There are two NURP ponds located on the site to capture the stormwater runoff. <br />These ponds have received Rice Creek Watershed approval and have been reviewed by the City <br />Engineer. Because of the changes to the building design and ground coverage, the applicant's <br />consulting engineer has prepared revised drainage calculations and site plans and submitted them <br />to the Rice Creek Watershed District for their review. It is possible that the Watershed District <br />permit may have to be amended, which could be done administratively. <br />Parking: The parking in front of the building has been rearranged so that there are 25 stalls, each <br />9.0 feet by 18.0 feet. Of the 25 stalls, four would be handicapped van accessible. Inside the <br />building, there would be 78 parking stalls, one more than the number of dwelling units. All <br />together, a total of 123. The PUD currently requires a minimum of 89 parking stalls. The <br />outdoor parking, however, significantly encroaches into the required front setback of 30 feet. <br />Utilities: There are no changes proposed on the site with regard to utilities. The drainage on the <br />Silver Lake Road side of the complex will collect in the graded parking area and will be diverted <br />through two catch basins into the NURP pond. From the NURP pond, the outlet will drain the <br />filtered runoff into the wetland by means of a storm sewer. On the other side of the complex, the <br />runoff will be filtered through the grass before reaching (1) the private drive, (2) the larger of the <br />two NURP ponds behind the building, or (3) the wetland area. The amount of runoff entering <br />directly into the wetlands should be minimal and will have been filtered by the lawn and natural <br />area. The Fire Marshal has reviewed the revised plans and has indicated that a fire hydrant will <br />need to be installed on the east side of Silver Lake Road. His memo is attached for reference. <br />Landscaping: The landscape plan has been forwarded to the City forester for his review. On the <br />whole, the landscape plan and planting schedule is acceptable, according to Forester Wriskey. <br />The only change he would recommend is to substitute Red Splendor Crab trees for the Radiant <br />Crabs, which are susceptible to disease in the summer months. <br />Access: The access to the site will remain the same - -two drive aisles off of Silver Lake Road. <br />The only change to the site plan with regard to access or circulation is that the senior building no <br />longer has access to the internal private driveway, which eliminates possible traffic conflicts. <br />Lighting: No lighting plan had been submitted at the time this report was written. The <br />applicant's architect, Roger Johnson, has indicated that a lighting plan would be made available <br />prior to the Planning Commission's meeting for review. <br />
