Comprehensive Guide Plan - Housing Element <br />City of Mounds View <br />Ia Existing Comprehensive Guide Plan <br />Mousing Goals and Action Plan - 1979 <br />The following goals were adopted as part of the Housing Plan for the city Comprehensive Guide <br />Plan in 1979. <br />Goal 1: Provide safe, healthy and attractive residential environments which offer a broad <br />and full choice of housing opportunities. <br />Goal 2: Preserve the identity and improve the quality and appearance of existing <br />residential neighborhoods. <br />Goal 3: Provide sufficient housing and sufficient housing sizes, types and styles to meet <br />the needs of all segments of the population, notably groups with specialized <br />housing needs, such as low and moderate income and the elderly. <br />Goal 4: Encourage a creative approach to the use of land and related residential <br />development. <br />Goal 5: Maintain planning districts within the community based upon homogeneous or <br />compatible land use characteristics and or division by physical barriers. <br />Goal 6: Protect residential land uses which may be significantly impacted by noise in the <br />vicinity of the Anoka County Airport. <br />Goal 7: Encourage community residents to undertake a program of personal energy saving <br />habits in their homes and in their every day activities. <br />Goal 8: Consider alternative styles of development, such as solar heated buildings or earth <br />sheltered structures, to obtain long-term energy savings. <br />Goal 9: Plan for and encourage development which facilitates energy conservation, yet <br />maintains compatibility and relationships of uses. <br />Housing Rehabilitation and Redevelopment <br />The City adopted a policy as part of the comprehensive guide plan which would address <br />rehabilitation of housing rather than redevelopment. The rehabilitation would be provided <br />through accessing various funding sources available through the Minnesota Housing Finance <br />Agency and Community Development Block Grants. <br />
