Comprehensive Guide Plan - Housing Element <br />City of Mounds View <br />procedure. The Code requires that all rental units be inspected within a four year period. Each <br />year the City inspects at least 25% of all units to ensure rental properties comply with the <br />Housing Code. <br />Manufactured Housing: The city has three manufactured home parks with a total of 585 mobile <br />homes. The manufactured home parks provide a substantial portion of the city's affordable <br />housing. <br />Local Initiatives <br />Economic Development Authority (EDA): The EDA was created in March, 1994. One of the <br />objectives of the EDA is to provide housing opportunities for residents. Because the City is new <br />to providing housing opportunities to the residents, funding had not yet been accessed. <br />Nonprofit Capacity Building Grant Program: In 1996, the City applied for a Capacity Building <br />Grant for staff training. (The grant was not received.) <br />Local Official Controls and Approvals <br />The City of Mounds View has not changed the development requirements for the residential <br />zoning districts of the city. The city may consider evaluating the number of local controls on the <br />cost of residential development and redevelopment. For instance, the city may consider: <br />1. Zero lot line developments allowing duplexes making affordable housing <br />opportunities available. <br />2. Zoning requirements such as setbacks, minimum lot size and minimum square <br />footage for new housing and redevelopment. <br />Housing Demand - Goals and Policies for Future Life -cycle Needs <br />Affordable Housing <br />Mounds View's population showed a slight decline in 1990; however, the projected population <br />for the year 2010 is 12,800. The City of Mounds View is a fully developed suburb, and the <br />population should remain relatively stable. The existing housing stock should serve the <br />anticipated population of the city for the next decade. <br />Page 5 <br />
