Robert Cunningham -10- January 27, 1998 <br />TRAFFIC ANALYSIS <br />The analysis results and needed improvements (if any) are presented next for the critical issu�s <br />addressed in this study;: The issues examined are listed as follows: <br />� Effects on neighborhood streets <br />• Effects on emergency vehicle services <br />• Effects on school bus services <br />• Effects at key roadway locations <br />• Main Access on County Road I <br />- Operation of T.H. 10 at County Road I <br />• Spacing of Walgreens Access on County Road I <br />• Operation and Spacing of Right in / Right out access on T.H. 10 <br />• Traffic operations within the site <br />The Highway Capacity Software program was used to analyze some capacity aspects of the <br />various intersections. Level of service A refers to an operational condition with little delay <br />where as level of service F refers to a condition where long delays can be expected. <br />Intersections and roadways are designed to provide a level of service D or better. <br />A conceptual site plan for the development is presented in Figure 4. The figure approximates <br />what the development will look like and how it will interact with the adjacent roadway system. <br />Effects of the Development On Neighborhood Streets <br />• Daily Volume Analysis <br />As described in the previous section, the 330 daily trips that are redistributed through the <br />neighborhood will increase the volumes along Greenwood Drive to 664 vehicles per day. <br />On a daily basis, the Walgreens development will generate 135 trips from the neighborhood <br />to the north. This additional Walgreens development traffic will increase the daily volume <br />on Greenwood Drive by about 50 trips to 714. The Metropolitan Council has established a <br />threshold volume of 1,000 vehicle trips per day for roads classified as local streets. The <br />resulting volumes on Greenwood Dcive will still be well below this volume limit. Thus, the <br />Walgreens development is not expected to cause any significant problems along <br />Greenwood Drive. <br />For Sunnyside Road, the increase that can be expected due to the closure of Eastwood <br />Drive is three vehicles for a total of 195 vehicles per day. The increase expected as a result <br />of the Walgreens development is 15 trips. The total volume increase on Sunnyside Road <br />would therefore be 18 vehicles for a total of 210 daily vehicle trips. <br />The remaining trips from both the closure of Eastwood Drive and the Walgreens <br />development are distributed to other routes such as T.H. 10 and Long Lake Road. <br />
