Planning Commission <br />Plaru�ing Case No. 461-96: Mounds View Square <br />October 8, 1996 <br />Page 2 <br />According to ihe site pIan provided by the applicant, �/Iounds View Square has 102,275 <br />square fee�. The applicant is proposing to add 5,000 additionat square feet to the main <br />shopping center b�ilding, just south of Mario's Video, and to replace the twa existing, <br />freestanding resiaurants with larger dinner house style restaurants each having up io 5,000 <br />square feet. The existing �iardee's contains 3,750 square feet; fihe existing Bridgeman's <br />Ice Cream Restaurant also contains 3,750 syuare feet. The net increase in square fooiage <br />on the site would be 9,500 square feet. Expansion of the restaurants and the retail <br />building would eliminate 23 parking spaces. The end result would be a shoppin� center <br />with l l 1,�i5 square fee# and 454 parking spaces. The parking ratio provided, using Yhe <br />gross square fooiage in the shopping center, would be one space per 246 square feet or <br />4.06 parking spaces per 1000 square feet of shopping center. <br />Analysis: <br />The firsi issue which needs to be addressed is what the parking requirements are for <br />Mounds View Square, before discussing how they might be modified either through a <br />variance in parking ratios or use of joint pari:ing facilities. <br />The �oning Code inctudes a schedule of off street parking requiremenis based on types of <br />uses. The chart below shows the amount of parking required if these ratios are applied to <br />the uses in Mounds View Square.
