Planning Commission
Plaruung Case No. 461-96
October 8, 1995
Page
Mounds View Squaee
property or substantialIy increase the congestion of the public streets or increase the danger
of fire or endanger the public safery or substantiallv diminish or impair properiy values.
The existing shopping center contains 102,d35 sc}uare feet and has 477 parking spaces, or
a ratio of 4.67 parking spaces per 1400 square feet. The applicant has nine shapping
centers, of wlich four are in the same size range as Mounds View Square. The average
parking ratio for these four centers is 4.72 parking spaces per 100 gross square feet
regardless of use. The successful operation of these centers illustrates the fact that using a
ratio of 4.5 spaces per I000 square feet for retait space is an appropriate ratio and will not
be detrirrental to the purposes of the Zoning Code. LTse of a raio of 10 spaces per 1 d00
square feet is burdensome. The parking lot for Mounds View Square is oisufficient size,
and the shapping center contains nighttime and daytime uses with offsetting parking
demands thai no overflow parking or adverse efect on adjacent properties is anticipated.
The shopping centec is separated from surrounding ases by streets.
i
5taff ltecorremendaiioaa: Favorabie to allowing a ratio of 4.5 spaces per 1000 square feet
oinet retail space in Mounds View Square, with space in storage, mechanical rooms, rest
rooins and the enclosed rnall excluded from parking calculatians. Favorable to allowing a <`'
ratio of I space per 80 feet of gross floor area in dinner house style restaurants. The
parking ratio for fast food restaurants would remain at i space per 40 square feei in dining
area and 1 space per SO square feet in kitchen space.
If these ratios were applied to the proposed square footage in Mounds View Square, the
parking requirement would be:
 retail
• dinner house restaurants
• fast food
s new retail
• new sq.ft. in dinner house restaurants
 reduction in fast food
a base
total
spaces to be provided
If calculated
from scratch
299
150
124
573
454
If assuming
a base o477
18
150
188
477
457
454
If parking requirements are calculated using 477 as a base, then the applicant is within three
spaces of having suicient parking for the new uses added if credit is given for the square faoiage
in restaurants being removed.
