Pianning Commission
, Planning Case No. 461-96: Mounds View Square
October 8, 1996
Page 11
All of the uses proposed as part of this joint parking arrangement are also part of a
coordinated shopping center, Because of th distribution of retail space and the parking, it
is feasible for custorrters to find parking within 30 feet of their destination. 5taffwould
suggest that a condition be included in any approval which would requir employees to
park in spaces behind the main retail building, to assure that the maximum parking is
available for customers.
(b) The applicant shall show tYat there is not substantiai conflict in the principal operating hours
of the two (2} buildings or uses for which joint use of off-street parking facilities is
proposed.
The Zoning Code acknotivledges that restaurants ar primarily nighttime uses, and retail
businesses are primarily dytime uses. It should also be noted that, because of its size and
the variety of tenanfis, custo9ners at Mounds Iiew Square would be expected to combine
trips and use several diferent businesses. An alIowance for some overlap in parking
requirements is logical in a shopping center of this size.
(c) A properEy draw iegal instiumen, executed by fhe parties concerned for joint use of off-
,'.l street parkitxg faciIities, duly approved as to form and manner of execution by the City
Attorney, shaii be filed with tle City Clerk-Administrator and recorded with the Register of
Deeds, Ramsey County.
Staffwould recommend that joint parkirg and access easEments be recorded against the
property for the benefit oiall tenants prior to any devetopmen reviews being approved or
building permits being issued for the proposed expansion or the dinner house restaurants,
as a condition of approval.
Sta Itecomeacfatos o oncftaonal [Tse Permit: Favorabie, allowing for joint use of
parking faciiities between uses in Mounds Viw Squaee such that the number of parking
spaces required is 454.
cc: Joir. Streeter, Paster Enterprises, 2227 University Avenue, St. Paul MN 551141677
F: 646-13 89
