Planning Commission <br />Plaiu�ing Case No. 46��96:. 2975 Highway 10 <br />�cYober 9, I996 <br />Page 9 <br />(8) AdequaCe utilities, acc�ss roads, drainage and necessary faciiities have been or wi11 be <br />provided. <br />The proposal will �ase a previously deveioped site whictz is served by existing utilities and <br />roads. There is an existing drainage ditch along Highway I0. Sialiwili be referring the <br />proposal to �OT and the Rice Creek Watershed Disirict to defermine if ihere are any <br />concems wiih the site drainage continuing as it has in ihe past. <br />Sta� 12�corraraseaeda�ivr�: Our preliminary response to ti�e proposal is favorable if certain <br />conditions are met. Staffwould recommend that the following additional informafion <br />from the applicant or referrai agencies is needed prior to the next Planning Corrunission <br />meetin�: <br />Evidence oiownership or a noiarized letter from the owner giving permission for <br />tlze filing of the application. <br />2. A site plan showing the parking lot defined with curbing and a driveway entrance <br />no more than 30 feet in width onto Spring Lake Road; excess asphalt removed; the <br />�-- driveway.p✓-°Anto Highway 10 reinoved, striping for parking sialls. Landscaped <br />bu#�er area of at least 10 feet along �erimeier of site be shown. The plan should <br />also show where fencing will be installed, a location for a dumpsi�r enclosure and <br />a detail showing how the fencing and dumpster enciosure will be cansiructed. <br />Fencing along Spring Lake Road should be at the inside (or western) edge af ihe <br />10 foot wide landscape buffer along this street so it is visible to the houses across <br />the street. If the applicants intend to have outdoor storage, the siie plan should <br />show where this area is to be located and that it will be enclosed by a solid fence or <br />wall. <br />A iandscaping and signage plan showing a clustering of landscaping at the <br />intersection af Highway 10 and Spring Lake Road coordinated with new <br />monument-style signage. Detaiis showing sign package. <br />4. l�esponse from MnDOT and Rice Creek i�atershed District on drainage (stai�to <br />send referral). <br />Photometrics on parking lot lighging, or opportunity for field check. <br />6.
