<br />WHEREAS, the Mounds View Planninb Commission has reviewed the request from
<br />Mounds View Assoc. LLP for the construciion of three monument signs at the Nlounds View
<br />Square Shopping Center, with iwo of these signs to be piaced at the driveway enirances from
<br />Highway 10 and one of these signs to be placed a,i the intersection of Long Lake Road and
<br />Highway 10; and,
<br />WHEREAS, the applicani has proposed these monumer�t signs to each be I2 feet in height
<br />and 18 feet in width, for an area of 216 square feet; and,
<br />WHEREAS, this property is in the Be4 zonin� district, which allows 100 square fee� of
<br />signage for eac� tenant, and a 340 square foot pylon sign; and,
<br />WHEREAS, the City of Mounds View is proposing to construct a pedestrian bridge
<br />across Highway 10 just west of Long Lake Road; and,
<br />WF�REAS, the position of the bridge will block the view of a portion of the shopping
<br />cenier's face and its center identification sign from view by motorists traveling on Highway 10,
<br />from eas� to west; and
<br />Wf�REAS, the heaviest traf�c in the east to west direction is evening, homebound
<br />commute traffic, v�fich motorists are more likely to stop to shop than znotorists traveling to work;
<br />and, �,,���,��,.
<br />WI�REAS, the Planning Commission has reviewed the criteria used to evaluate vaxiances
<br />from the Sign Code as stated in Section 1008.11 and does hereby make the foliowing findings:
<br />Exceptional or eYtraordinary circumstances appiy to the property which do not apply
<br />generally to otl�er propertzes in the same zone or vicinity and result from tot size or shape,
<br />topography or olher circumstances over which ttie owners or the property since the effective
<br />date hereof had no control.
<br />c. That the special conditions ar circumstances do not result from the actions of the applicanC.
<br />The property is devedoped with a retail building ihat is L-shaped and sei back from
<br />Highway I0. The City is proposing to construct a pedestrian bridge across Highway 10 at
