That ganting the variance requested will not confer on the applicant any special privilege <br />that is denied by this Title to owners of other lands, structures or buildings in the sam� <br />disirict. <br />Owners of shopping centers similar in size to Mounds View Square and of dinner h�us� <br />style restaurants wouid face the saene di�culiy that the appiicant is experien�in� ��a� te� <br />the higher-than-typical par%ing ratio for these uses in the Zoning Code. Using a�atio of <br />I O spaces per 1004 squar� feet for retail space, and .1 space per 40 square feet for dining <br />space requires an excessive investment in parking which is especial(y acute with th� <br />shopping center oithis size. <br />f. The variance woald not be materially detrimental to the purpose of this Title or to other <br />properCy in the same zone, <br />g. The proposed variance will not impair an adequate supply of tight and air to ad�acent <br />property or substantially increase the congesfiion o#`the �ubiic streets or increas� ih� d���r <br />of fue or endanger the public safety or substantially diminish or impair property vatu�s. <br />The e�stin� shoppin� cente� contains 102,035 squace feet and has 4i7 parking spaces, or <br />a ratio of 4.67 packing spaces per 1000 square feet. Th�; appticant has nine shopping <br />centers, af which four are in the same size range as Mounds 'View Squa.re. The average <br />parking ratio for ihese four centers is 4.72 parking spaces per 1000 gross square feet <br />regardless af use. The successfui operation of ihese centers illustrates the fact �hai usang a <br />ratio of 4.5 spaces per 1000 square feet for retail space is an appropriate ratio and wilt not <br />b� detrimental to ihe purposes of the Zoning Code.
