Planning Case No. 457-96: 8480 Pleasant View Drive
Ociober 2, 1996
Page 4
Anaiysis/2com mendatron o
The lot in question is pie shaped because of the cul-de-sac, and does present practical
difiicuIties in locating the house on the lot. The property owner desires to convert the
area which has been used for a deck to a three season porch. T'he deck has been removed
but served a sliding giass door on the upper level othe house. The house is split level in
design and therefore the door is approximately 14 %ei above grade. It is the applicani's
desire to use the existing design of the house, the arrangement of the dining room and the
location of the siiding glass door in adding the porch to the house. If no improvements ar
made, the sliding glass door wilt open into space.
The Zoning Code ailows decks off the main level of the house to encroach to within two
feet of the property iine {5ection 1104.Oi Subd S.c.) Three season porches, which are
enclosed structures, are not given this same allowance and cnust comply with the building
setback. The change proposed by the appiican from a deck io a three season porch
means different ruIes that apply, and a variance is requred.
The three season porch would be 10 feet from the rear property line, with the bottom edge
; ti 10 above grade. The applicani has indicated that they will be enclosing the area between
the decic and the ground level to make it more aitractive but not to finish it as a useable
room. The neighbor's house is on the opposite side oithe lot from where the porch
would be located. The porch will be facing the open side yard on the abutting property
and wili be screened by trees. The pocch will be appromately 60 feet from the nearest
side property 1ine.
Staff iZecommendation: Adopt the attached resolution approving a reduction in the rear
setback requirement from 30 feet 0 10 feet for construction of a three season porch at
848 Pleasant View Drive; Planning Case No. 457-96.
cc: Ronald L. Gardner, 8480 Pleasant View Drive, Mounds View MN 55112
