This analysis shows <br />20 spaces for the day car� center. The numb�r is consisten� wiih the parking ratio <br />required. (9� children/i cilildrera per space = 14�; 1 space per ciassroom = 6 spaces; to�al <br />required =�0 spaces}_ The infant, toddler and "trans" spac�s have been counted as <br />classrooms. <br />e. Adequate off-sireei loading and service ex�trauces are provided in compliance with Chapter �' <br />1122 of this 'Tifi1e. <br />Chapter 1 I22 includes a schedule of o� street loading requirements based on the type of <br />use praposed. Day care c�nters are nat inclu.ded as a use requiain� loading berths, and <br />there%re no requirement applies to this proposal. <br />f. The sit� and relate,� parking and s�cvice entrances shali be served hy an arterial or collector <br />street of sufficie�t capacity to accommodate the traffic which will be generated. <br />Edgewood Drive is classified as a local street in the Mounds View Comprehensive Flan_ <br />The ctassificatzon needs to be revised, and the Planning Commission recommends as a <br />condition of approval that a Comprehensive Plan amendmenfi be initiated to change the <br />classification for Edgewood Driv� fram a locaI street to a collec�or street. Given the <br />activity ieveis associated with City Hail and the former Bel Ra.e Ba.ilr°oom, the activity <br />levels expected at the Mounds �ew Coriamuniiy Cent�r, and the antzcipated c�nne�icion of <br />Edgewood Drive to a four-way, signaiized intersection with �iighway 1 Q, it is Planning <br />Commission's fnd�ng ihat Edgewood Drive in this Iacation is fianctioning as a collectvr <br />stree� and therefare provides adequate acc�ss to the praposed day care center without any <br />signifcant disruptio�x to surrouriiding r�sider�tia.l neighborhoods. <br />g.
