AIviOUN'D9i01.OQ <br />�ur review was based an a set of plans received by the Ciry on Ju1y 25, 1997. Thc grading and drainage plan <br />reviewed was printed on July 23, 1997. Based on this set of plans, the pcopvsed building relocatian will not aiter <br />the currer�t impetvious and pervious surface axea amounts that currently e�cist on the site. Therefare, the total runaff <br />from the site shouid not change with the reconstn�ction. Our concern as not the amount oi nanoif, but how the <br />drainage pateerns �or the proposed runoff znay be aitered since rhere aee three discharge locations of rtanoff from the <br />site. The three discharge locations are to a curb-cut on the east side of the parking lot, the sauth entrances to Che <br />parking lot and a catch basin at the end of the drive thxu. <br />Based an the infarmafiion provided for our review, it cannot be deteriuined exactly where the existing and proposed <br />runofi drains from the si�e. Also, flow from the catctt [�asin at the current drive thru is not shown on the plans. To <br />document the drainage patterns, the developer needs to submit a drainage map which shows where all ihe runoff <br />from t�e site will go for both the existing conditions and for the groposed. If the drainage patterns differ from those <br />Ehat currently exist, the developer's engineer wi11, need to calc�alate the expected changes in flow rates to tha <br />downstream drainage systems and determine if these changes will cause any adversa impacts. A11 maps and <br />calculations will need to be submifted for our review. <br />The apQlicant will also need a Rice Czeek Watershed District (RCWD) per�tit if the area is more ihan 2.5 acres or <br />within 1000 feet of a DNR protected wetiand. Due to its location near Rice Creek, the applicant should check to <br />see if a RCWD permit is required. If a permit is required, RCWD will likely encourage the developer to construct <br />measures to improvc the water quality of nanoff from the site. Based on our review, it appears due to site constraints <br />that an above ground water quality system is unfeasible. An undergzound system could be built, but since it wauld <br />be a privaCe system, maintenance would be a problem. Therefore, we wouid recoznmend that for this site no water <br />quality treatment methods be required as part of the reconstr�ction. <br />In order to complete onr review, the deveioper must submit the following: <br />1_ Provide the location of the discharge from the catch basin at the end of the current drive-thr�.t <br />2, Drainage Map - Existing Canditions <br />3. Drainage 1Viap - Proposed Conditions <br />4. Drainage calculations if the existing arzd progosed dif�'er <br />5.
