General Provisians: <br />Except as provided herein, no temporaiv �n shall be lacated on anv properiy in <br />the Citv without first obtainin� a pernlit from the Citv. If the Cii,�deternvnes to <br />ap�rove a perniit for anv such temporarv si in t�ma,�pose conditions u�on the <br />ra�nt�in� thereof, and it sha�l be unlawful to locate or maintain any such sign for a <br />lon e�r period or in a different manner than that specified in the pernzit. No �ermit <br />for a iemporazv si�n shall be issued if prohibited bv other provisions of this Code, <br />2. Tem�orary signs shall not be hun� or installed so as to cover, either partiaily or '� <br />completel�anv door, window or openin� rec�uired for ventilation. <br />3. Na temporarv si�n for which a permit is required shall be located on any_propertX <br />in the Citv for more than twenty one 21) davs at o�e tizne or for more than three <br />(3) twentv-one (21�v periods on any ane ll) vear. Pernut periods mav run <br />consecutivelv without interruption if so approved. Only one temporary si n�shall <br />be allowed on a properiv at time. <br />4. The Director of Communitv Development mav waive the permit fee for a <br />temporarv sign requested bv a charitable, znunici�al or reli�ious institution or for <br />other�ust cause. <br />b. Banners: <br />1. Banners shall be strong-lv constnacted and shall _ be securely attached ta their <br />su�oorts. Thev shall be repaired or removed (including ali framework and <br />su�ortsl as soon as damaged or tarn and immediately upon ex�iration of the <br />nermit. <br />2. Banners shall not exceed twentv �ercent (20%} of the surface area of the buildin� <br />face or front upon which the banner is attached. <br />Page 22 <br />
