. .. <br />�; ::�-:) <br />� <br />MOUNDS VIEW PLANNING COMMISSION <br />RESOLUTION NO. 673-01 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />A RESOLUTION RECOMMENDING APPROVAL �F A DEVELOPMENT REVIEW <br />FOR AN EXPANDED BILLBOARD AT 2373 HIGHWAY 10, REQUESTED BY CLEAR <br />CHANNEL OUTDOOR; PLANNING CASE N0. DE09-004. <br />WHEREAS, the applicant, Chris McCarver of Clear Channel Outdoor, has <br />requested a development review to allow for an expansion of the existing billboard on <br />Community Center open space, 2373 County Highway 10 as shown on the attached <br />Exhibit A; and, <br />WHEREAS, the existing billboard is approximately 25 feefi tall and 300 square feet <br />in area, and is located on a perpetual easement owned by the applicant; and, <br />WHEREAS, the applicar�t is requesting to expand the exis#ing billboard to 672 <br />square feet at the same 25-foot height; and, <br />WHEREAS, the subject property is zoned PF, Public Facilities and is considered <br />a legal, nonconforming sign, and; <br />WHEREAS, according to Section 1008.13, Sub�. 1. of the Sign Code, "Structural <br />alterations, enlargement or re-erection are permissible onlywliere such alterations would <br />not increase the degree of the nanconformity of the sign;" and, <br />WHEREAS, expansion of the sign is permissible because the alteration does na# <br />increase the degree of nanconformity; and, <br />WHEREAS, according to Chapter 1006.06 of the Mounds View Municipa! Code, <br />any new cons#ruction or expansion of existing facilities or uses requires the approval of a <br />development review; and, <br />WHEREAS, the Planning Commission has reviewed the following documents <br />regarding this proposal: <br />a. Planning Application <br />b. Zoning Map <br />c. Location Map <br />d. Site Plan with Landscape Features <br />e. Billboard Elevation <br />f. Staff Report <br />
