,-: <br />100b.06 <br />10�6.06: DEVEL4PMENT CONTROLS: <br />1006.06 <br />Subd. 1� Purpose: It is the intent and purpose of this Section to provide for orderly <br />development of land to safeguard life, health, safety, property and public weSfaze by <br />regulati.ng and controlling all development within �the City. This Section shall be in <br />addition to the requirements of any other provisions of tt�e Municipal Code regulating <br />such developrnent. <br />Subd. 2. Application of Development Controls: All proposed industrial, cornmercial and <br />residential deve3opments and expansians of existing facilities, except developments where <br />public utilities and streets have previously been installed and the erection of no more than <br />two (2} detached single-family dwellings are planned, must be reviewed by the City <br />Planning and Zoning Commission and approved by the City Council as conforming to this <br />Sect�on. The term "development", as used herein, shall mean all conshvction, public and <br />private improvement, expansion or alteration of facilities and land within the City. <br />Subd. 3. Development Plan: <br />a. The owner or developer shall submit for review a deveIopment plan which sets forth <br />i__::= �plans for utility service, surface water drainage consistent with the Local Water <br />Management Plan dated February 12, 199d`, subject to subsequent revisions, erosion and <br />sediment controt consistent with the Ratnsey County Erosion and Sediment Control <br />Handbook (1989) prepazed by the Ramsey County Soil and Water Conservation Distr�ct <br />and subsequent revisioris thereto, s�treets, pazking, landscaping, screening and buffering, <br />lighting, setbaeks, exterior eonstruction design and materials, trash disposal, construction <br />timetable and�seich other matters as the Council may require. <br />b. The owner or developer shall submit with the development plan an abstract o£ title, <br />registered property report or such supporting affidavits or docurnents that establish <br />ownership or any other parti�s of interest in the property involved. <br />� � Subd. 4. Developmen# Contract: <br />a. A development contract which sets forth all of the terms, conditions, requixernents, <br />agreements, guarantees and plans for the orderly development of said land shall be entered <br />into between the developer and ihe Muticipality prior to the final approval of any <br />subdivisian, rezoniag, special use permits�, iicense or any building permits required for <br />the conshvction, alteration, expansioa or improvement af said iand. <br />� <br />� See Chapter i3U2 of this Code. <br />See Titles 1100 and 1200 of this Code for zoning and subdiv'ssion regulations. <br />Ciry of Movrrds V;ew <br />
