�; ; i <br />: <br />Item # 6 <br />City of Mounds View <br />Planning Commission Repo�-t <br />Meeting Date: October 17, 2Q01 <br />Title: PUBLTC HEARING AND REVIEW OF A PROPOSED MA3�R SUBDNISION <br />OF LAND LOCATED ON THE NORTH EAST CORNER OF COUNTY RO.AD I <br />AND LONG LAKE ROAD; PLANNING CASE MA01-004 <br />Applicants: Ernie Gustaf'son / Neal Zinser <br />Introduction <br />Mr. Emie Gustafson, owner of land located at the northeast comer of �,ong Lake Road and County <br />Road I, along with Mr. Neal Zinser of Hamilton Creek Companies, have requested approval of a <br />major subdivision to create six (6) lots out of the existing three (3} lots. The properties are currently <br />zoned R-1, Single Family Residential. <br />Discussion <br />The applicani has appeared before the Platuung Commission regarding a rezoning of a portion of the <br />property from R-1 to R-2. The City Council approved the rezoning an fizst reading and has tabled the <br />second reading until the subdivision application is approved. The applicant also requested a variance <br />from the minimum lot width requirement of 100 feet for proposed Lot #3, which the Planning <br />Commission granted on September 5, 2001. <br />Section 1203 of the City Code establishes requirements for subdivision design. Staff has reviewed all <br />applicable provisions and has concluded that these requirements have been satisfied. The following <br />is additional information for the Planning Commission to consider. <br />Utilities <br />Utikities currently extend to the existing house on proposed lot #4 from Long Lake Road. Mr. Zinser <br />has contacted St Paul Water Works and inquired about future utility connections from County Road I <br />to proposed housing on lots #5 and #6. St. Paul Water Works indicated that no connections could be <br />made to County Road I, thus making it necessary for all utility connections to be made to Long Lake <br />Road. As shown on the site plan, the applicants are proposing to create an easement along the <br />northem portion of lots #3 -#6 for utilities. <br />Traffic <br />Traffic will increase as a result of this plat, but the effect on surrounding roads will be negiigible. <br />The main issue will be adciitional access points to County Road I from lots #5 and #6. Because the <br />proposed subdivision borders on a County road, a copy of the plat will be sent to the Ramsey County <br />engineer who will evaluate the effect of the new access points. <br />Park Dedication <br />Park dedication fees would be applicable for this development, in an amount equivalent to ten <br />percent of the market value of the 1and being developed. According to the Ramsey County Tax <br />Assessor, the total value of the land is $66,800, or $.79 per square foot. Lot #4, because of the <br />
