, <br />.. , .. . _, <br />..-- --_= =- -- --•.- - :-... _ _ <br />_ <br />__. .. _... - ----- _. <br />' i <br />Item # 6 <br />City of Mounds View <br />Planning Commission Report <br />Meeting Date: November 7, 2401 <br />Title: CONSIDERATION �F A MINOR SUBDNISION OF THE PROPERTY <br />LOCATED AT 7841 SPRING LAKE ROAD; MOUNDS VIEW PLANNING <br />CASE MI01-002. <br />Introduction <br />The applicant, Brian Diehl, is requesting approval of a minor subdivision to split off the rear 260 feet <br />of his property to create a 30,474 square-foot buildable lot. Minor subdivisions are those divisions <br />of land less than two acres in size in which only one additional lot is created. <br />The area of the proposed subdivision is zoned R-1, Single-Family Residential. The minimum lot <br />size in this district is 11,000 square feet for an interior lot. The coxnprehensive plan designates tlus <br />area as "single-family detached" and the majority of surrounding lots are improved with single- <br />family dwellings. The Knollwood Green Townhomes are located to the north east of the subject <br />property. The applicant has submitted a survey that describes the proposed subdivision. <br />Discussion <br />�. 1 <br />- The two (2) proposed lots after the subdivision would conform to the lot size and setback <br />requirements established in the zoning code. The proposed easements are described on the survey <br />and are proposed to be ten (10) feet on the east and west sides of each lot, and five (5} feet on the <br />north and south sides of each lot. A separate easement document will need to be recorded with <br />Ramsey County upon approval of the subdivision. <br />The main issue with this application is access, because the proposed lot would only have frontage on <br />an unimproved section of Knollwood Drive. According to the City Code, all lots must abut a publicly <br />dedicated street that has received legal status as such. Currently, ihis portion of Knollwood Drive is <br />used as an additional access point for the Knollwood Green Townhomes, which front on County <br />Highway 1 Q. The access drive has a gate that restricts access to the drive and is not improved as the <br />Code requ�res for City streets. <br />The applicani appeared before the Planning Commission on October 17, 2001. The Planning <br />Commission was uncomfortable with allowing a lot to have the only access point on an unimproved <br />driveway. They did, however, feel that the applicant could dedicate a portion of the lot for a future <br />cul-de-sac at the end of Oakwood Drive. The cul-de-sac would provide access to the subject <br />property as well as to the property to the south. The applicant has revised the Certificate of Survey to <br />show a right-of-way dedication that meets City Code requirements regarding turning radius. Staff <br />recommends that the cul-de-sac not be improved until such time as the property to the south is <br />subdivided. <br />
