Edgewood Middle School <br />December 19, 2001 <br />Page 3 <br />Seciion 1125.01, Subd.le of the Zoning Code indicates that the Planning Cornmission shall consider <br />possible adverse effects of the proposed conditional use. The Planning Commission's judgment shall <br />be based upon {but not limited to) the following factors: <br />(1) Relationship to Municipal Comprehensive Plan. <br />(2) The geographical area involved. <br />(3) Whether such use will tend to or actually depreciate the area in which it is proposed. <br />(4) The character of the surrounding area. <br />(5) The demonstrated need for such use. <br />The Comprehensive Plan for the City of Mounds View identifies this land as "School", which would <br />be appropriate given its current use. The school is located at the corner .of County Road H and <br />Edgewood Drive and is bardered to the north and west by single-family residential properties. Rice <br />Creek borders the site to the south and tl�e Mounds View Business Parlc borders the site to the east. <br />The school has existed at this locatian for many years and has not negatively affected the <br />surrounding area to the extent that would warrant discontinuing this use. <br />Taking all this into consideration, staff would recommend tY►at a CUP be issued to the school to bring <br />the use into compliance with the City's Zoning Code. <br />Recommendation <br />, Open the public hearing and allow residents and any other interested parties to comment on the <br />conditional use permit and.development review request.
