} <br />CITY OF MOUNDS VIEW <br />PLANNING AND ZONING COMMISSION BYLAWS <br />(Revised as ofFebruaryl7, 1999) <br />I. AUTH4RITY: The Bylaws of the Mounds Vievv Planning and Zoning Commission (Bylaws) are <br />established i�i accordance with the Motands View Municipal Code Section 401.06. Subd. 7"The <br />Commission shall adopt bylaws for its governance and for the transaction of its business." <br />Where the�•e is a conflict between the pravisions of the Bylaws and the provisions af the City <br />Charter and the Municipal Code, the provisions of the City Charter and the MUnicipal Code shail <br />govern. (Foc purposes of simplicity, the Platining and Zoning Commission may hereinaf�er be <br />referred to as the Planning Commission or the Commission.} <br />II. AD�PTION OF BYLAWS; REVIEW AND AMENDMENT: <br />A. ADOPTI4N AND AMENDMENT: The Bylaws shall be adopted by Resolution by an <br />affirmative vote of the inajority of inembers of the Planning and Zoning Commission <br />appointed as voting metnbers, and shall be placed on �le with the City Clerlc- <br />Administrator and the Comenunity Developm�ent Department. A copy of the bylaws shall <br />be forwarded to the City Council far its infornnation. Any amendments to the Bylaws shalI <br />be adopted by Resolution in the same manner as the original Bylaws. <br />B. ANNUAL REVIEW: The Bylaws shall be reviewed on an annual basis at the first regular <br />meeting of the Commission in February. <br />III. MEMBERSHIP AND VACANCIES '� <br />Vacancies on the Planning Comrnission shall be filled in accordance with the Municipal Code, <br />Section 401.03. The Ciry Cauncil �kaH should refer applications for Planning Commission <br />appointments to the Planning Commission for recommendations prior ta taking actian to filt <br />vacancies. <br />IV. OFFICERS <br />A. OFFICERS NAMED: The oificers of the Planning Commission shall consist of a <br />chairperson and vice-chairperson. The Commission may create and fill such other off ces <br />from its members, as it may determine, to transact Commission business. In addition, the <br />Director of Communi#y Develapment, or his or he�� designee. shall act as the recording <br />secretary for the Commission for purpose of preparing meeiing minutes.�a�-a�}�e�a <br />B. ELECTIONS; TERMS <br />Chairperson: Based upon the recommendation of the Pianning Commission, the Mayor, <br />with �he approval of the City Council, shall appoint the chaii•person of the Comtnission <br />each year. A� the first meeting in Decemb�r, the Commission shall cond�ct an election <br />in order to make its recomrmendation for the chaii°person, following the procedure in <br />Section IV.B.3. The name of the person recommended for chairperson shall be �� <br />foY°wwa�°ded to the City Council for aciion at its first meeting in January. - 1 <br />
