(CONSERVANCY, RECREATION AND PRESERVATION) TO <br />P.F., (PUBLIC FACILITIES). <br />Introductaon: <br />In the course of processing the City's application for billboards at the Golf Course, staff has realized <br />that certain Bridges Golf Course parcels are zoned CRP (Conservancy, Recreation and <br />Preservation) and I-1 (Industrial). Golf Courses are not explicitly permitted uses within either the <br />CRP or I-1 zoning districts. The only zoning designation permitting golf courses is the PF, Public <br />Facilities district. In addition, it is presumed that the PF zoning designation would be more <br />advantageous with regard to the City's application for billboards, at least with regard to the CRP <br />designation. <br />Discussion: <br />The intent of the CRP zoning designation is to conserve, protect and preserve natural areas and <br />allow for passive recreation use. An example of a passive use would be a walking trail or path, or <br />another such use with minimal impact to the environment. A high-capacity executive golf course is <br />not an example of a passive use. Accordingly, the CRP district, as well as the Industrial district, <br />does not explicitly allow for golf courses. Rezoning these properties associated with the golf <br />course to a PF (Public Facilities) designation would be appropriate, especially considering golf <br />courses are explicitly permitted uses within the PF district, and would be in keeping with the zoning <br />of all other city parks. <br />In addition to achieving consistency with the Zoning Code, rezoning the golf course so that all <br />parcels have the PF designation would be more consistent with the proposed Comprehensive Plan <br />of the City. On both the existing and future land use maps (Figures 5 and 6, respectively) in the <br />proposed plan, the golf course is designated SRO, or, Outdoor Sport and Recreation. Clearly the <br />PF zoning designation would be more consistent with SRO land use designation. A11 other City <br />parks, which are zoned PF, are designated SRO in the Comprehensive Plan. <br />�, <br />
