Sysco Billboards Report <br />March 15, 2000 <br />Page 2 <br />Subdivision 1 e of Section 1125.01 as well as within the context of the Comprehensive Plan and the <br />health, safety and general welfare of occupants on surrounding lands, as addressed in Section <br />1125.01, Subd. 3b. <br />Adverse Effects Criteria: <br />The Planning Commission is to consider the following possible adverse effects of the proposed interim <br />use permit in its recommendation to the City Council: <br />(1) Relationship to Municipal Comprehensive Plan. <br />The Comprehensive Plan, in either curf-ent or anzended version, does not address the issue of billboards. <br />(2) The geographical area involved. <br />The t►vo billboards are to be located on Sysco Minnesota properry. Sysco is adjacent to only one Mounds <br />View property, that being the Bridges Golf Course, a comma-cial recreation operation. There are <br />residential properties at least 300feet south ofSysco, across State Highway 10; yet the billboards would not <br />be visible from these properties due to thepresence of a tall sound barrier on the south side of the highway. <br />(3) Whether such use will tend to or actually depreciate the area in which it is proposed. <br />It is not believed that the placenzent and installation of billboards adjacent to Highway 10 on Sysco properry <br />could depreciate the land values or visual appeal of the subject parcel or neighboring pr•operties. <br />(4) The character of the surrounding area. <br />The area north of State Highway 10 and west of I-35W is dominated by industrial uses. Other than the <br />Bridges GolfCourse, which is the City's commercial golffaczlity, all other uses are ofan industrial nature. <br />(5) The demonstrated need for such use. <br />It is believed that the revenue generated by the installation of the billboards would offset Sysco's <br />operating costs at its present Mounds View location. <br />General Conditional Use Permit Criteria: <br />The Planning Commission is to consider the effects of the proposed interim use on the Comprehensive Plan <br />and upon the health, safety and general welfare of occupants of surrounding lands. <br />(1) The use will not create an excessive burden on existing parks, schools, streets and other public <br />facilities and utilities that serve or are proposed to serve the area. <br />Installation of billboards will not create or cause a burden to public facilities. <br />(2) The use will be suff'iciently compatible or separated by distance or screening from adjacent residentially <br />zoned or used land so that existing homes will not be depreciated in value and there will be no deterrence to <br />development of vacant land. <br />It is believed that the billboards would not be visible from any residentially zoned property in either cities of <br />
