Messiah PC Report <br />March 15, 2000 <br />Page 7 <br />(3) Whether such use will tend to or actually depreciate the area in which it is proposed. <br />(4) The character of the surrounding area. <br />(S) The demonstrated need for such use. <br />Staff feels that the impacts of this use and expansion thereto are potentially minimal, <br />considering its 60-year history of operation without incident or complaint. As stated <br />previously, it will be the applicant's responsibility to provide a landscape plan and <br />response to the screening issue before a recommendation can be forwarded to the City <br />Council. The use however is consistent with the Comprehensive Plan, which designates <br />this area as Institutional. Last, the need for the Church is clearly demonstrated from its <br />continued presence and proposed expansion at this location. <br />Recommendation: <br />The following issues should be resolved prior to the Planning Commission taking action on this <br />request: <br />The applicant shall provide to staff a comprehensive and detailed landscape plan which <br />takes into consideration possible screening solutions to help relieve any possible impacts <br />to neighboring properly before the Planning Commission will take action on this request. <br />2. The applicant shall apply for and receive approval of a wetland buffer permit in <br />conjunction with the development review and conditional use process. <br />3. The site plans shall be revised to show the accessory structure located toward the <br />southeast corner of the lot rather than 35 feet from the front property line. <br />4. The site plans shall be revised if, in the determination of the Fire Marshal, the drive aisles <br />or parking areas are not sufficiently designed to allow for fire department vehicle access. <br />In addition, the Fire Marshall shall make a recommendation regarding the placement and <br />location of fire hydrants to service the site. <br />5.
