The findings of the Planning <br />Commission shall be based upon, but not limited to, the following factors: <br />• Relationship with the Comprehensive Plan. <br />• The Geographical Arecr Involved <br />• Whether such use will tend to or actually depreciate the area in which it is proposed. <br />• The Character of the Surrounding Area <br />. 'L'he demonstrated need for seich a use. <br />The Comprehensive Plan encourages the development and maintenance of residential areas so as <br />to improve the quality, appearance and attractiveness of housing units and residential property in <br />general. The Comprehensive Plan designates this property, 8038 Long Lake Road, low-density <br />residential. Almost every lot in this area of Mounds View is the same size as the subject property. <br />There is a good mix of housing styles in the area, though most are older 1'/2-story homes with <br />detached garages. The two existing sheds on the subject property are too small to effectively <br />store the owner's motorcycles and snowmobiles and other equipment which prompted the requesC <br />for the larger shed. Given the size of the lot and the number of mature evergreens, it is not <br />believed that the construction of the proposed 400 square-foot shed would depreciate the <br />neighborhood in any way. This proposal does not conflict with the Comprehensive Plan and <br />would fit with the general character of the neighborhood. <br />Staff performed an on-site inspection of the property on March 29, 2000, and observed that the <br />back yard is quite large with many mature evergreens at the periphery of the back yard. While the <br />trees would not completely block view of the proposed shed from neighboring properties, staff <br />would contend that in conjunction with the separation of distance, the shed would be sufficiently <br />screened and would not pose a detriment to adjacent properties. The addition of the shed would <br />provide for interior storage of recreational vehicles and equipment that might otherwise be stored <br />outside on the subject property. In sta#is opinion, the property would benefit from this proposed <br />improvement. <br />Recommendation: <br />Given the above findings and the fact that proposal would meet all applicable requirements of the <br />City Code, staff is recommending that the Planning Commission approve Resolution 616-00, a <br />resolution recommending to the City Council approval of this conditional use permit request, <br />subject to stipulations. <br />James Ericson, Planner <br />Attachments: <br />1.
