That granting the >>ariance reqacested �vill not confer on the applicant any special <br />privilege that is denied by this Tztle to owners of other lands, structures or buildings in <br />the same district. <br />The only other property owner in the corridor where billboards have been allowed is the <br />Bridges Golf Course, which has already received approval for six billboards on golf course <br />property. Installation of billboards is not allowed on any other properties in the City. <br />e. That the varrance requested is the minimum variance which would alleviate the hardship. <br />Econon2ic conditions alone shall not be corrsider•ed a hai•dship. <br />The variance requested is the minimum necessary to allow for the second billboard while <br />still maintaining a separation allowable by Minnesota Department of Transportation <br />permitting standards, which allows for a minimum spacing of 500 feet. <br />f. The variance would not be materially detrimental to the purpose of ihis Title or to other <br />property in the same zone. <br />Given the circumstances, staff does not feel the variance request would be materially <br />detrimental to the purpose of this Title or to other property in the same zone. <br />g. The proposed variance will not impair an adequate supply of light and air to adjacent <br />property or substantially zncr•ease the congestion of the public streets or increase the <br />danger of fire or endanger the public safety or substantially diminish or impair property <br />>>alues wzthin the neighborhood. <br />The proposed reduced spacing between the two billboards would not impair a supply of <br />light or increase congestion, nor would it increase the danger of fire or endanger the public <br />safety or diminish property values. <br />Recommendation: <br />Given the above assessment of the criteria for approval of a variance, staff believes that all of the <br />standards are satisfied and would recommend that the Planning Commission approve Resolution <br />613-00, a resolution approving a variance for a reduced minimunn spacing between two billboards <br />as shown on the site plan stamped Exhibit A. <br />� G�v� <br />James Ericson, Planner <br />T:�DATA\GROUPS\COMDEV�DEVCASGS\VR00-003\Sysco Variance Report - April 19, 2000.doc <br />
