Therefore, it is <br />now time for the city of Mounds View to have completed its local surface water management <br />plan. <br />Minnesota Statutes Chapter 473.859 requires the local surface water management plan to be an <br />integral part of the city's comprehensive plan, therefore comprehensive plans submitted without a <br />local water plan will be found incomplete.
