With the proposed garage and the shed in the woods, there would be 1,348 square feet of <br />accessory buildings on this lot, iifty-two square feet less than the maxiinum allowed. <br />As is the case with every conditional use permit application, the Planning Commission is <br />required to consider the possible adverse effects of the proposed conditional use. The findings of <br />the Planning Commission shall be based upon, but not limited to, the following factors: <br />• Relatiorzshzp wztli tlze CoT�aprehensive Plan. <br />• Tlze Geogi�aphical Ai�ea Involved <br />• Whether such use will tencl to oY actually dep�°eciate the a�°ea in w1�.ich it is proposed. <br />• The CIZai°acteT° of the SuYrou�zding Ai•ea <br />• The demonstrated need for such a use. <br />The Planning Commission believes that the Comprehensive Plan encourages the development <br />and maintenance of residential areas so as to improve the quality, appearance and attractiveness <br />of housing units and residential property in general. The Comprehensive Plan designates this <br />property, 2832 Woodale Drive, as low-density residential. Most of the lots in this area of <br />Mounds View are large and able to support larger garages. There is a good mix of housing styles <br />in the neighborhood, some of which are traditional, others, including the home adjacent to the <br />east, are more eclectic or avant-garde. Given the size of the lot, a privacy fence along the east <br />side property line and the heavily wooded condition of the lot, it is not believed that the <br />construction of the proposed 1,248 square-foot garage would depreciate the neighborhood in any <br />way. This proposal does not conflict with the Comprehensive Plan and would fit with the <br />general character of the neighborhood. The applicant has indicated that the existing garage is in <br />poor condition and needs to be replaced. Given the inconvenient location of the shed, the <br />expanded garage area would offer additional convenient storage space. Staff inspected the <br />property and believes that the proposed garage would not appear out of place, would be more <br />than adequately screened from the neighbors and would maintain a sense of balance and <br />proportion on the property.
