E-- . --- --- -- -----�--- . . : - --��=—=- ----------- <br />Item # 8 <br />City of Mounds View <br />Planning Commission Report <br />Meeting Date: May 17, 2000 <br />Title: PUBLIC HEARING, DISCUSSION AND CONSIDERATION OF A <br />CONDITIONAL USE PERMIT TO ALLOW FOR AN ENCLOSED <br />OUTDOOR STORAGE AREA AT 4749 OLD HIGHWAY 8. <br />Plannang Case No: CU00-006 <br />Applicant: ASC Properties, LLC <br />Locataon: 4749 Old Highway 8 <br />Applicable Regulations: <br />• 1116,04, Subd. l: Open and outdoor storage as an accessory use requires a conditional <br />use permit. <br />Introduction: <br />The applicant, ASC Properties, LLC., represented by Bruce Hasselbring, is requesting approval of <br />a conditional use permit to allow for a 1,920 square-foot outdoor chain-link fenced enclosure in <br />which to store materials used by the building's tenant, Ace Supply Company. The Zoning Code <br />allows for outdoor storage in an industrial district, but only through a conditional use permit. <br />The 1.97 acre lot bordering the City ofNew Brighton is improved with a two-story, 38,000 <br />square-foot office-warehouse building. The Planning Commission recently approved a side-yard <br />setback variance for the applicant when ASC took ownership of the property earlier this year. <br />The outdoor storage is desired to alleviate the inherent difficulties of maneuvering 10 and 15-foot <br />sections of PVC pipe inside the building. <br />Discussion: <br />Section 1125.01 of the Zoning Code requires that the Planning Commission consider the possible <br />adverse effects of the proposed conditional use. The findings of the Planning Corrunission shall be <br />based upon, but not limited to, the following factors: <br />• Relationship with the Comprehensive Plan. <br />• The Geographical Area Involved <br />• Whether such use will tend to or actually deprecicrte the crrea in which it is proposed. <br />• The Character� of the Surroundirrg Ar•ea <br />• The demonstr�ated need for such a use. <br />
