_ _ <br />= f = A; - - - - _ _ "-. �- -. <br />Item # 7 <br />City of Mounds View <br />Planning Commission Report <br />Meeting Date: June 7, 2000 <br />Title: <br />DISCUSSION REGARDING DIRECTION TO REVISE AND AIV�ND THE MOUNDS VIEW <br />ZONING CODE RELATING TO ACCESSORY STRUCTURES <br />Introduction: <br />As the Planning Commission is aware, staff has indicated for some time of the need to revise the <br />Zoning Code relating to accessory structures, and more specifically, the conditional use permit <br />renuirements associated with accessory structures. The City Council heightened the priority level <br />of this task when at a recent council meeting it directed staff to revise the Code in response to the <br />number of shed CUPs being processed. <br />Dascussion: <br />Rather than staff drafting an ordinance for the Commissions review, staff decided to first ask some <br />questions regarding this issue so as to draft an ordinance that is in keeping with the desires of the <br />Planning Commission. Currently, a conditional use permit (CUP) is required for any shed larger <br />than 216 square feet. The maximum size of a shed with a CUP is 400 square feet. Only one shed is <br />allowed on a lot. <br />If not 216 square feet, what should the CUP threshold be? (216 square feet is equal to a 12' <br />x 18' footprint.) 14' x 20' ? 14' x 22' ? <br />2. Should the maximum shed area of 400 square feet be increased? Already this year, the City <br />has processed two shed CUP requests, both for 400 square feet. <br />Should larger sheds be permitted uses in larger yards rather than by CUP? <br />4. Should more than one shed be allowed? On larger lots? <br />And as long as we are examining the requirements for sheds, there are other accessory use issues <br />which should be considered as well. <br />Garages up to 952 square feet are allowed without a CUP. Garages up to 1,400 are <br />conditionally allowed. Should the 952 be increased? Should the 1,400 be increased? (Until <br />just two years ago, the above thresholds were 864 and 1264 square feet, respectively.) <br />2. By CUP, Garages may not provide access for more than three vehicles (i.e., may not have <br />more than three doors). Should this limitation be removed? Should the limitation apply <br />only to garages facing the street? This requirement does not apply for garages 9S2 square <br />feet or less. <br />
