RESOLUTION 7916 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA APPROVING CONTRACTS WITH 4 SEASONS TREE CARE, INC. AND UPPER CUT TREE SERVICES TO PERFORM 2011 TREE REMOVALS WHEREAS, proper forest management has many positive effects including increasing property values, aesthetics, reducing energy costs, attracting wildlife, reducing stormwater runoff, and providing an overall higher quality of life; and WHEREAS, tree removals are necessary to avoid hazardous conditions to the public and to control spreading of tree disease as part of Chapter 605 of the Municipal Code; and WHEREAS, regular trimming of boulevard and parkland trees are necessary to maintain proper health and prevent damage and hazardous conditions to the public; and WHEREAS, quote proposals were solicited from qualified contractors for tree removals in areas with and without vehicular access as follows: Vehicle Access Quotes No Vehicle Access Quotes Contractor Up to 35" Over 35" Up to 28" dbh dbh dbh Over 28" dbh 4 Seasons Tree Care, Inc. $14.25* $25.00* $25.00 $39.00 Upper Cut Tree Services $24.00 $35.00 $24.00* $35.00* Precision Landscape & Tree $15.00 $23.00 $35.00 $50.00 *low quote price dbh=diameter at breast height and WHEREAS, quote proposals were solicited from qualified tree contractors to provide a two-person crew, bucket truck, chipper, and chip truck for tree trimming activities, with the lowest responsible quotes of $130 to $150 per hour submitted by 4 Seasons Tree Care, Inc. and Upper Cut Tree Services, respectively. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, Ramsey County, Minnesota as follows: 1. A contract with 4 Seasons Tree Care, Inc. for tree removals and trimming services at the above said prices is hereby approved for a three-year term expiring March 31, 2015. 2. A contract with Upper Cut Tree Services for tree removals and trimming services at the above said prices is hereby approved for a three-year term expiring March 31, 2015. 3. The Mayor and City Administrator are hereby authorized and directed, for and on behalf of the City, to execute and enter into separate independent contractor agreements with Upper Cut Tree Services and 4 Seasons Tree Care as indicated above.
