Even though the Council <br />members serve as the EDA Coinmissioners, the two entities are seperate political bodies under the MN State <br />Statues and therefore a potential suit could be filed under both bodies. With one entity owning and <br />manageing the property, legal action in regards activities at the Bel-Rae could only be served to one, the City. <br />If it is decided that redevelopment of the Bel-Rae will include the use and financing structure of tax <br />increment funds, the City can easily quit claim deed the property bacic to the �DA. <br />Executive Director <br />RECOMMENDATION: Approve Resolution No. 96-EDA53, Authorizing the Conveyance of Real Property <br />to the City of Mounds View <br />
