RESOLUTION NO. 7992 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> APPROVAL TO ENTER AUTO THEFT PREVENTION GRANT AGREEMENT WITH <br /> THE MINNESOTA STATE DEPARTMENT OF COMMERCE <br /> WHEREAS, the Minnesota State Department of Commerce has focused <br /> efforts on reducing motor vehicle theft and its effects on victims in the state of <br /> Minnesota; and <br /> WHEREAS, funding has been made available to aid in the reduction of <br /> vehicle thefts, increase education and awareness of the public, respond to vehicle theft <br /> incidents and prosecute offenders; and <br /> WHEREAS, the Mounds View Police Department made application for a grant <br /> award to reduce automobile thefts through the acquisition of a automatic license plate <br /> reader (ALPR) system; and <br /> WHEREAS, by having an automatic license plate reader officers will be able to <br /> efficiently and safely collect a large volume of data which will recognize and identify stolen <br /> vehicles; and <br /> WHEREAS, this ALPR system can also gather valuable information related to <br /> outstanding warrants and missing or wanted persons; and <br /> WHEREAS, this information can be collected automatically without the <br /> requirement of distracting the officer's attention to manually enter license information; <br /> and <br /> WHEREAS, the device can be deployed by Mounds View officers during the regular <br /> Ramsey County Traffic Safety saturation events to effectively assist in the identification <br /> and recovery of stolen vehicles in all the cities throughout Ramsey County; and <br /> WHEREAS,the police department intends to purchase one Elsag ALPR system,for <br /> installation on a police squad car, not to exceed $20,500; and <br /> WHEREAS,the police department is also a recipient of an additional ALPR unit, as <br /> a result of a grant awarded to the Ramsey County Sheriff's Department which included the <br /> Mounds View Police Department and other suburban agencies within Ramsey County. <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of <br /> Mounds View, Ramsey County, Minnesota to enter into an auto theft prevention grant <br /> agreement with the State Department of Commerce to purchase one automatic license <br /> plate recognition (ALPR) system, which includes the installation, training and <br /> consultation at a value of$20,500 and to additionally participate with the Ramsey <br /> County Sheriff's Department in their auto theft prevention grant by receiving a second <br /> ALPR unit. <br />
