<br />RESOLUTION NO. 2447 <br /> <br />. <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION STATING THE CITY'S OFFICIAL POSITION REGARDING <br />TESTING SURCHARGES PROPOSED BY THE MINNESOTA DEPARTMENT OF HEALTH <br /> <br />WHEREAS, the Minnesota Department of Health has proposed <br />to the State Legislature that funding for testing public water <br />supply systems be transferred from the general fund to a surcharge <br />against each water connection of each municipal system: and <br /> <br />WHEREAS, this proposal appears to be grossly unfair to the <br />City as compared to the actual costs involved: and <br /> <br />WHEREAS, the City's policy is for utility funds to be <br />based on a user fee concept: and <br /> <br />WHEREAS, the City Council of the City of Mounds View <br />adopts the following Official City Position: <br /> <br />1) The City of Mounds View is aware of and agrees with <br />the need for increased testing of municipal water systems as <br />required by the Environmental Protection Agency: and <br /> <br />. <br /> <br />2) the City is aware of the Legislature's desire to <br />consider alternatives to the current practice of funding these <br />testing costs from the general fund: and <br /> <br />3) the City is aware that some of the funding alternatives <br />are significantly more costly to the City than others. The <br />funding scheme proposed by the Department of Health may be as much <br />as six times more expensive than the actual costs of the testing <br />for the City: and <br /> <br />4) the City is supporting either a continuation of fund- <br />ing through the general fund or a funding scheme that assesses the <br />actual cost of the testing to each municipal system being tested: <br />and <br /> <br />5) the City strongly discourages any funding scheme that <br />has a tendency to subsidize certain municipal systems at the <br />expense of others. <br /> <br />Adopted this 13th day of February, 1989. <br /> <br />. <br /> <br />(SEAL) <br /> <br /> <br />ATTEST: <br />
