<br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION NO. 4009 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION APPROVING A JOINT POWERS AGREEMENT WITH <br />THE CIT OF BLAINE REGARDING STREET AUTHORITY-ON CERTAIN <br />BORDER STREETS, AND SETTING TRAFFIC VOLUMES FOR <br />ACTIONS TO CONTROL TRAFFIC ON CERTAIN STREETS <br /> <br />WHEREAS, The city Council of the City of Mounds View has <br />concerns about the operation and maintenance of certain border <br />streets between Mounds View and Blaine; and <br /> <br />WHEREAS, these border streets serve Mounds View properties <br />either as primary access or exclusive access; and <br /> <br />WHEREAS, the City of Mounds View received a traffic study <br />regarding traffic volumes on certain streets of concern; and <br /> <br />WHEREAS, a Joint Powers Agreement with the City of Blaine has <br />been proposed to address the concerns of the City of Mounds View. <br /> <br />NOW THEREFORE, be it resolved by the City Council of the City <br />of Mounds View to authorize the Mayor and CLerk-Administrator to <br />execute the Joint Powers Agreement of behalf of the City. <br /> <br />BE IT FURTHER RESOLVED, to set traffic volumes at which <br />various may be initiated. These traffic volumes will be those <br />listed in the Traffic Access Study submitted by Short-Elliott- <br />Hendrickson in August of 1990 and identified as SEH File No. 90328- <br />32. Traffic controls to be considered will include, but not be <br />limited to, closing of Airport Road extension, traffic diverters, <br />and one way streets. To provide appropriate planning action, when <br />traffic volumes reach 90% or more of the level to initiate action; <br />the Council will conduct a neighborhood meeting to determine <br />appropriate types of controls. The neighborhood west of Long Lake <br />Road (including Long Lake Road) and north of County Road I and <br />Highway 10 to the north and west City Limits will be contacted by <br />direct mail for notification of this meeting. <br /> <br />Adopted this 10 day of _De_~e.f'Y\be..e. , 1990 . <br /> <br />-, <br /> <br />~L~h2~~~ <br />Mayor <br /> <br />ATTEST: <br /> <br />( SEAL) <br /> <br />~-'~ <br />Clerk .1nMrator <br />
