<br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION NO. 5199 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STA TE OF MINNESOTA <br /> <br />RESOLUTION REAPPROVING THE WETLAND AL TERA TION PERMIT <br />FOR LOT 2, BLOCK 1, DOWNING ADDITION (2760 WOODALE DRIVE), <br />REQUESTED BY SHERR! RUF; PLANNING CASE NO. 510-97 <br /> <br />WHEREAS, Sherri Ruf has requested reapproval of a wetland alteration permit to make <br />soil corrections, fill wetland and create additional wetland in order to establish a buildable home <br />site on property zoned R-2, Single- and Two-Family Residential, legally described as follows: <br /> <br />Lot 2, Block 1, Downing Addition, Ramsey County, Minnesota <br /> <br />WHEREAS, Lot 2, Block I, Downing Addition (2760 Woodale Drive) meets the <br />dimensional requirements of a buildable lot as set forth in Section 1 104.06 of the Mounds View <br />Zoning Code; and, <br /> <br />WHEREAS, parts of2760 Woodale Drive are covered by wetland within the <br />subwatershed designated as SC-2 in the City's Local Water Management Plan; and, <br /> <br />WHEREAS, the minimum recommended building elevation within this sub-watershed is <br />891.9; and, <br /> <br />WHEREAS, the City reviews all development that occurs within wetlands and their <br />buffers because of the important role that wetlands play in maintaining the ecosystem and the area <br />hydrology, in that they are critical to the present and future health, safety and general welfare of <br />the land, animals and people within the City; and, <br /> <br />WHEREAS, on November 27, 1995, the Mounds View City Council approved Resolution <br />4852, a resolution approving a wetland alteration permit for Ms. Ruf; and, <br /> <br />WHEREAS, the scope of the proposed work involves the filling, excavation and grading <br />of land within the wetland in preparation of the construction of a residential dwelling unit; and, <br /> <br />WHEREAS, the regulations regarding wetland alteration and mitigation have changed <br />since the adoption of Resolution 4852, which expired November 26, 1996; and, <br /> <br />WHEREAS, the Rice Creek Watershed District on October 24, 1997, approved a permit <br />for this project which involved the filling of3,000 square feet of wetland area and subsequent <br />mitigation of2,000 square feet of wetland area ((3,000 square feet - 2,000 square feet <br />exemption) x 2 = 2,000 square feet of required mitigation); and, <br />
