Both tax <br />increases and selected service cuts were offered, as means of <br />balancing city budgets. In additian, perceptions about the <br />current property tax burden and the city's share were <br />ascertained. Generally, it was found that Mounds View residents <br />were predisposed against property tax hikes, but were also <br />unwilling to see mast services cut. In an era of fiscal <br />tightening, policy makers will need to undertake significant <br />educational campaigns in order to help the cammunity develop a <br />consensus. <br />Tax Increase to Maintain Servicese <br />A standard index af the tax climate in a municipality asks <br />residents to consider a tax increase to maintain current city <br />services.
