While there is general satisfaction with the present <br />communications system, there are several deficiencies with <br />respect to community integration: new-comers and renters, to a <br />lesser extent are not part of the current system. The numbers <br />indicate, though, that the focus should be placed primarily on <br />the delivery systems, rather than content.
