The Mayor felt that most people take "ownership" of the park that is <br />closest to them and they may want amenities or changes that logically or <br />environmentally cannot be done. <br />The Council fihought that 10 questions from each of the City's commission could <br />be incorporated into the parks survey, to create a"livable community survey" - <br />with the understanding that a survey of this magnitude requires a lot of <br />preparation, care and time. <br />The Council agreed that the Parks and Recreation Commission could proceed <br />with the development of their questions and rationales for them. <br />Discussion: <br />In 2002, the <br />questions that <br />Exhibit A. <br />Parks and Recreation Commission discussed and developed <br />they would like to include in a survey. These are attached as <br />Staff has included in the 2003 Budget, under Central Services of the General <br />Fund, $7,500 to do a Community Survey (Account: 100-4160-3030). <br />Staff has contacted Decision Resources, Ltd. to inquire details of performing a <br />Community Survey. Decision Resources, Ltd. has submitted a project proposal <br />outlining the scope of work and associated costs of a typical survey. This has <br />been attached for Council's review. The proposal would be to perForm a City <br />Needs Assessment, pose fifty (50) questions to 400 random Mounds View <br />residents, write up the analysis, and present the data. The cost would be $9,800 <br />an additional charge of $135 would be assigned for each question over 50). Any <br />over run of the budgeted amount could be derived from a separate account. One <br />possible account would be the Park Dedication Fund. <br />City Councils across the metro area have used survey data to obtain a better <br />understanding of the views, values, and needs of the residents of their city. This <br />dafia can be utilized when considering expansion of City services. It is equally, or <br />perhaps more, valuable when Cities need to make tough budget decisions on <br />what items to cut and what programs to eliminate. <br />Recommendation: <br />Staff is looking for direction from the City Council pertaining to this matter. <br />Specifically, Staff is looking for direction whether the City Council is interested in <br />contracting to perform a Community Survey. <br />Respectfully Submitted, <br />Greg Lee, Director of Public Works
