<br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION NO. 4188 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION URGING THE 1992 MINNESOTA STATE LEGISLATURE <br />TO PASS LEGISLATION WHICH RESTORES THE INTEGRITY OF THE LOCAL <br />GOVERNMENT TRUST FUND AND GIVES MINNESOTA CITIES "THEIR 2 CENTS" <br /> <br />WHEREAS, the 1991 Omnibus Tax Bill provided for the creation <br />of a Local Government Trust Fund to fund local government aid to <br />Minnesota cities; and . <br /> <br />WHEREAS, Local Government Aid is a integral part of many <br />cities ability to provide municipal services to residents; and <br /> <br />WHEREAS, the continued practice of the State legislature to <br />cut Local Government Aid in the middle of municipal budget cycles <br />prompted the creation of the Local Government Trust Fund from which <br />two percent of the sales tax would be dedicated to Local Government <br />Aid; and <br /> <br />WHEREAS, cities in Minnesota worked cooperatively with <br />legislators to ensure the viability of the Local Government Trust <br />Fund and felt confident that cities would work within the <br />flucuations of the sales tax revenues and be able to adjust <br />accordingly knowing that in good times there would be more revenue <br />and in repressed times the money would be less; and <br /> <br />WHEREAS, cities have done their part to work within a <br />reduction framework; and <br /> <br />WHEREAS, the Governor's veto which cancelled the section of <br />the 1991 Monibus Tax bill which specified the growth in property <br />tax rlief aids from the Local Government Trust Fund has serious and <br />potentially devastating impacts to local governments; and <br /> <br />WHEREAS, it is of the utmost importance to the citizens of <br />every city in the state of Minnesota that the Legislature pass a <br />new bill for distribution of the Local Government Aid Trust Fund to <br />ensure the continued health and safety of all residents of <br />Minnesota who are dependent on city services; and <br /> <br />WHEREAS, the Trust Fund was designated for aid to local <br />governments and not to be a fund source to be raided to balance the <br />State's budget or to pay for non-related state general fund <br />expenditures. <br /> <br />NOW, THEREFORE, BE IT RESOLVED THAT the City Council in and <br />for the City of Mounds View does urge the members of the Minnesota <br />Legislature to take the following actions: <br />
