<br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION NO. 4689 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION REQUESTING INDEPENDENT SCHOOL DISTRICT NO. 621's <br />FINANCIAL PARTICIPATION IN THE CONSTRUCTION OF FLASHING SPEED <br />REDUCTION LIGHTS ON COUNTY ROAD I <br /> <br />WHEREAS, the safety and welfare of the children attending <br />Pinewood School is of the utmost importance to the city of Mounds <br />View City Council, District 621 Board members, parents, Pinewood <br />teachers and administrators; and <br /> <br />WHEREAS, the City has received comments from parents of <br />children attending Pinewood school who are concerned for their <br />children's safety while crossing County Road I; and <br /> <br />WHEREAS, the city has met with representatives from Pinewood <br />School and Ramsey County to examine the issue and determine the <br />best possible method of alerting traffic on County Road I of a <br />school crossing and the need for reduced speed; and <br /> <br />WHEREAS, it has been determined that the safety of the <br />children can be greatly enhanced by the construction of flashing <br />speed zone lights on County Road I; and <br /> <br />WHEREAS, the City has consulted with its engineer to determine an <br />estimated cost for constructing the speed zone lights; and <br /> <br />WHEREAS, the estimated cost for construction of the lights, <br />wiring controls to the inside of the school and related inspections <br />is $14,000; and <br /> <br />WHEREAS, Ramsey County's policies do not allow for funding of <br />the speed zone lights thereby eliminating a financial contribution <br />from that source; <br /> <br />WHEREAS, the safety, health and welfare of the children of <br />Pinewood School is a responsibility that the City views as a shared <br />responsibility with District 621; and <br /> <br />WHEREAS, the city does not have the financial resources to <br />assume the total financial responsibility for the construction of <br />this vital safety mechanism on County Road I; and <br />
