RESOLUTION NO. 4843 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION AMENDING THE 1995 GENERAL FUND BUDGET TO PAY FOR THE CITY'S PORTION OF THE CONSTRUCTION OF THE PEDESTRIAN BRIDGE OVER HIGHWAY 10 WHEREAS, the City of Mounds View approved in Resolution No. 4531, the submission of a grant application for TEP ISTEA funds for a pedestrian bridge across Highway 10 because of the many benefits such a project would offer to the City; and WHEREAS, the City further resolved in Resolution No. 4531 to commit to 20% of the cost of the bridge if the grant were awarded; and WHEREAS, the City was awarded the 80% grant by the Transportation advisory Board of the Metropolitan Council in August 1994; and WHEREAS, the time parameters for construction of the pedestrian bridge require staff to prepare a project memorandum and design which must be submitted for review to the Department of Transportation and then be forwarded to Washington, D.C. for review by the federal government; and WHEREAS, the construction of a pedestrian bridge over Highway 10 at Long Lake Road would offer'residents a place to safely cross over the highway on bike, foot, in wheelchair or on rollerblades; and WHEREAS, the construction of a pedestrian bridge over Highway 10 would encourage residents to access local businesses, the library, schools, parks and churches as pedestrians or bikers; and WHEREAS, the pedestrian bridge would complete the missing link in the City's trailway system for those who enjoy recreational walking and biking; and WHEREAS, the pedestrian bridge would provide an attractive focal point for the City, in it's downtown area, NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Mounds View does hereby approve amending the 1995 budget to allow for the following transfers of funds to Account No. 680:
