<br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION NO. 5376 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION AUTHORIZING STAFF TO RETAIN SEH, INe. TO PREPARE A <br />PRELIMINARY WATER QUALITY MANAGEMENT PLAN FOR THE MERMAID <br />REDEVELOPMENT AREA <br /> <br />WHEREAS, discussions have previously occurred between the owner(s)/management of <br />the Mermaid Supper Club [hereinafter "the Developer"] and City staff regarding the possible <br />redevelopment of the Mermaid area, said redevelopment involving (among other things) the <br />construction of a hotel and the addition of a banquet facility to the existing Mermaid restaurant; <br />and <br /> <br />WHEREAS, any such redevelopment would be contingent upon the approval of, and the <br />issuance ofa permit by, the Rice Creek Watershed District, given the proximity of the <br />redevelopment to Rice Creek and its surrounding wetland(s); and <br /> <br />WHEREAS, Rice Creek Watershed District representatives have indicated that issuance <br />of the required permit will be contingent upon the development of an acceptable plan for the <br />handling of stormwater run-off from the entire redevelopment site; and <br /> <br />WHEREAS, the number and complexity of the stormwater handling issues in question <br />makes it advisable to retain the services of a consultant to assist the City and the Developer in <br />devising a feasible and affordable water quality management plan; and <br /> <br />WHEREAS, the development of such a plan may help ensure that the City and the <br />Developer reap the full benefit ofa previously-awarded OTED grant (in the amount of$333,333) <br />that was intended to assist with some of the costs related to the implementation of stormwater <br />handling improvements in the area in question; and <br /> <br />WHEREAS, the Developer has agreed to pay for the required consulting work, and has <br />agreed to provide the City with an advance payment for the full amount of the projected $4500 <br />cost of said consulting work; <br /> <br />NOW, THEREFORE, BE IT RESOLVED that City staff members are hereby <br />authorized to retain SEH, Inc. to prepare a preliminary water quality management plan for the <br />proposed Mermaid redevelopment area, as outlined in SEH's cost estimate dated July 15, 1999, <br />with the express understanding that said work will be done at the Developer's expense, and with <br />the further understanding( s) that <br /> <br />(a) said work will be not be undertaken unless or until the Developer provides the City <br />with an advance payment in the amount of$4500 to cover the estimated cost of the consulting <br />work in question, and <br />
