The School property is bordered on three sides by street and highway right of way and <br />is suflicientIy screened from adjoining residential uses. <br /> <br />5. The setback and zoning requirements as indicated in Sections 1104.02 and 1106.04 of <br />the Mounds View Zoning Code are satisfied with this expansion. <br /> <br />6. The parking requirement for a school with 32 classrooms and 660 students is 46 stalls. <br />The expansion plans indicate a total of 1 10 stalls being provided. <br /> <br />7. The Photometric Analysis has been reviewed and has been determined to be in <br />compliance with Section 1103.09 of the Zoning Code. <br /> <br />8. Permitting the expansion will not depreciate the neighborhood nor will it cause <br />additional tratlic congestion or reduce airflow or light to adjoining properties. <br /> <br />9. Permitting the expansion will improve on-site vehicular circulation and provide for <br />substantially more otf-street parking. <br /> <br />10. There is a demonstrated need for the expansion given the number of students and <br />expressed conditions of overcrowding and limited parking availability. <br /> <br />NOW, THEREFORE, BE IT FURTHER RESOLVED, the Mounds View City <br />Council, based upon its above-stated findings offact, does hereby approve the development <br />review and conditional use permit requests for the Pinewood Elementary School, located at 5500 <br />Quincy Street, subject to the following: <br /> <br />I. The Site Plan shall be revised to show the driveway north of the existing parking lot <br />encroachment to be completely on the subject property. <br /> <br />2. The building expansions shall match to whatever extent possible the existing brick <br />architecture, style and colors. <br /> <br />3. All rooftop mechanical equipment shall be screened from public view. <br /> <br />4. The applicant shall provide detailed specifications regarding the light fixtures to be used <br />with the expansion and so mark on the Photometric Analysis which fixtures are proposed <br />and which are existing. <br /> <br />5. The: applicant shall obtain a permit from Ramsey County prior to performing any work <br />within the County Road 1 right of way. <br /> <br />6. The applicant shall execute and record with Ramsey County a Limited Use Agreement to <br />allow for the parking lot encroachment onto City right of way. <br />
