<br />t. <br /> <br />. <br /> <br />.~ <br /> <br />RESOLUTION NO. 4053 <br /> <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION OPPOSING FURTHER REDUCTIONS IN STATE AIDS <br />TO LOCAL GOVERNMENTS <br /> <br />WHEREAS, the City of Mounds View delivers essential <br />services such as police and fire protection, street <br />construction and maintenance, sewer and water service, health <br />and safety inspections to over 13,000 residents; and <br /> <br />WHEREAS , the State of Minnesota has imposed <br />restrictions to the City's ability to raise necessary revenues <br />locally to continue to effectively provide essential services <br />to meet increasing needs; and <br /> <br />WHEREAS, the State. of Minnesota has further imposed <br />mandates on local governments which have been increased <br />service delivery costs at times when budgets have been <br />established and revenues anticipated; and <br /> <br />WHEREAS, the State of Minnesota has failed to <br />provide adequate funding resources to assist cities pay for <br />State-mandated programs an~ requirements; ~nd <br /> <br />WHEREAS ,'~state financial assist~nce programs such as <br />'local government aid and homestead credit aid have been used <br />to lower and equalize Minnesota residents' propex-ty tax <br />burdens; and he <br /> <br />WHEREAS, the legislature cut such financial <br />assistance in 1990 and plans'to make additional cuts during <br />the City's current budget year which may severely jeopardize <br />,the City's ability to deliver essential services at acceptable <br />levels. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that the City of <br />Mounds View opposes further reductions in local government <br />aid, homestead and agricultural credit aid, and other programs <br />which provide financial assistance to cities. <br /> <br />ATTEST: <br /> <br /> <br />(SEAL) <br />
