<br />, <br /> <br />" <br /> <br />*' <br /> <br />RESOLUTION NO. 6566 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />ACCEPTING THE STATE APPROPRIATION OF A $5,000,000 GRANT TO <br />THE CITY OF MOUNDS VIEW FOR COUNTY ROAD J RECONSTRUCTION <br />AND OTHER PUBLIC IMPROVMENTS NECESSARY FOR THE MEDTRONIC <br />PROJECT IN MOUNDS VIEW <br /> <br />WHEREAS, on January 3, 2005 the Mounds View City Council directed <br />City Staff to continue to proceed with further negotiations with Medtronic and to <br />pursue a course of action consistent with potentially selling The Bridges for <br />redevelopment; and <br /> <br />WHEREAS, Medtronic has made an offer to purchase the 72 acre site off <br />1-35W and State Highway 10 in the City of Mounds View as the location for its <br />new Cardiac Rhythm Management corporate campus; and <br /> <br />WHEREAS, Medtronic has proposed in Phase I to construct 820,000 sq. <br />ft. of office space that would house approximately 3,300 employees at the new <br />complex, and potentially around 6,000 employees at full buildout; and <br /> <br />WHEREAS, the Bridges Alternative Areawide Review (AUAR) authorized <br />the City reviewed all transportation issues related to the proposed development <br />of the site, and the Traffic Impact Study indicated that the main access road, <br />County Road J, would need to be reconstructed; and <br /> <br />WHEREAS, the City of Mounds View and Medtronic pursued funding for <br />the necessary road improvements and that the Minnesota Legislature approved <br />$20.5 million, including $5.0 million in a Minnesota Employment and Economic <br />Development (DEED) Redevelopment Account, and Governor Pawlenty signed <br />the Bonding Bill on April 11, 2005; and <br /> <br />WHEREAS, Ramsey County will be the lead governmental body <br />undertaking the specified road improvements, and has issued an RFP to <br />engineering companies for the predesign and final design activities; and <br /> <br />WHEREAS, the Minnesota DEED, the grantor, requires that the City of <br />Mounds View to submit project information and adopt a resolution accepting the <br />state appropriation of a $5.0 million grant to the City for the public improvements; <br />and <br /> <br />WHEREAS, the City of Mounds View has not violated any federal, state, <br />or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of <br />interest or other unlawful or corrupt practice; and <br />
